Chadwell Heath is a town with one high street and two councils. The station, Chadwell Street and the northern side towards Marks Gate are in Redbridge; the ward on the St Chad's Park side of the High Road is in Barking and Dagenham. Most residents never need to know this. Anyone paving a front garden or applying for a dropped kerb does, because the fee, the form and the rules differ. We travel over from Corbets Tey Road in Upminster, about twenty minutes along the A12 or through Romford, and the first thing we do on a Chadwell Heath visit is confirm which side of the line the house sits on.

Chadwell Heath started as a hamlet in Dagenham parish on the old Romford road, with Chadwell Street a separate hamlet just east of it. The station opened in 1864, suburban building got going around 1900, ran hard until the First World War and picked up again after it, so the stock around St Chad's Road, Wangey Road, Bennett Road and Cedar Park Gardens is mostly Edwardian and 1920s-30s terraces and semis, with 1930s streets fanning out along Whalebone Lane North towards Marks Gate. The High Road still has the 1934 Art Deco Embassy cinema building and the former police station. When London's boroughs were redrawn in 1965 the old parish line became a borough line, and nobody has merged the two halves since.
That matters for a driveway. The 2008 permeable-surface rule is the same on both sides, with more than five square metres of sealed surface draining to the road needing planning permission, but the council you apply to is not. On the Redbridge side the form, the dropped-kerb process and the fee are Redbridge's; on the Barking and Dagenham side they are LBBD's, processed through Be First. Underfoot, this is the northern end of the old Dagenham parish, where the geological mapping shows London Clay rather than the Thames gravels further south. Clay drains slowly and moves between wet and dry seasons, so we build a deeper compacted sub-base here than we would on the gravel streets around Upminster, and we do not sell soakaways on it.

We come out, measure, and look at what is under the existing surface. On the clay that sits beneath most of Chadwell Heath that is where the decisions get made, not on the phone.

It depends on the street. Chadwell Heath is split down the middle: the station, Chadwell Street and the northern side towards Marks Gate are in the London Borough of Redbridge, while the Chadwell Heath ward on the St Chad's Park side of the High Road is in Barking and Dagenham. Check your address on either council's website before doing anything. The planning rule itself is the same on both sides: since October 2008 a front drive is permitted development if it is permeable or sheds its water into the garden, and more than five square metres of sealed surface running to the road needs permission from Redbridge Council or Barking and Dagenham Council, whichever covers your street.
Two different answers. On the Redbridge side the application and inspection fee is £454, non-refundable, with a further £376 for the legal agreement, and Redbridge arranges the construction with its own contractor once you have paid and signed, so allow twelve weeks from start to finish. Properties on a classified road, such as Whalebone Lane North, need planning permission before the application goes in. On the Barking and Dagenham side the application fee is £222.13, the application stage takes around five weeks, and again the crossover is built by the council or a contractor it approves. Neither borough lets a private driveway firm cut the kerb.
The geological mapping for the north of the old Dagenham parish, which takes in Chadwell Heath, shows London Clay rather than the river gravels you find nearer the Thames. Clay holds water in winter and shrinks in a dry summer, which is what lifts and cracks a drive laid on a thin base. We dig deeper here, compact a heavier Type 1 sub-base in layers, and finish with a permeable surface that drains to a channel or a border rather than a soakaway, which clay will not feed.
Yes, and they are a good share of our Chadwell Heath work. The fronts are short and the side access is usually non-existent, so spoil goes out and materials come in through the house or over the front wall, which we protect and work around. A resin bound finish suits them because it has no joints to catch weeds and can be shaped neatly around a bay and a path to the door. Where a car will not fit at the depth the council wants, we tell you straight and build a permeable front for bins and a bike instead.
